Prof. (Dr.) Devindar Singh
Prof. (Dr.) Devinder Singh is a distinguished academician and legal scholar currently serving as the Vice-Chancellor of Dr. B.R. Ambedkar National Law University in Sonepat. With a prolific teaching career spanning 25 years, he has established himself as a prominent figure in legal education, specializing in Constitutional Law, Election Law, Family Law, Human Rights, Administrative Law, Clinical Legal Education, and Legal Aid.
Academic Leadership and Current Responsibilities
In addition to his role as Vice-Chancellor, Prof. Singh is deeply involved in institutional development and legal scholarship. He is the Founder of the Constitutional Club for Public Policy & Governance at Panjab University (P.U.). He also serves as the Editor-in-Chief for both the Newsletter P.U Law Times and the Panjab University Law Review. Furthermore, he is a Member of the University Court for Central University Haryana, Mahendragarh.
Teaching Experience
Prof. Singh’s extensive teaching career is rooted in his long-standing association with Panjab University, Chandigarh, where he has served as a Professor in the Department of Laws since July 2012. Prior to this, he held positions as a Reader and Lecturer (Senior Scale) at Panjab University, a Lecturer at the Army Institute of Law in Mohali, and a Lecturer at the Himachal Pradesh University Regional Centre in Dharamshala.
Global Engagement and Professional Memberships
Prof. Singh is actively engaged with the global legal community. He holds life memberships with the Institute of Constitutional and Parliamentary Studies (ICPS) and the Institute of Public Administration in New Delhi, as well as the Indian Law Institute. He is a voting member of the Global Alliance for Justice Education and holds memberships with the International Association of Law Schools, the Law and Society Association, and the International Association of Constitutional Law.
He has presented his research extensively on an international platform, including at conferences in South Africa, Thailand, Italy, and Hong Kong, addressing critical topics such as Clinical Legal Education, constitutional rule of law, and democracy in post-colonial South Asia.
Research, Publications, and Projects
A highly accomplished researcher, Prof. Singh has authored, edited, and revised numerous books. His authored works include Human Rights: Women and Law (New Edition, 2024), An Introduction to Administrative Law (New Edition 2023), and Child Labour and Right to Education.
He has a remarkable record of academic supervision, having guided 30 awarded Ph.D. scholars and 100 LL.M. graduates. He has also led significant research projects as a Principal Investigator, including studies funded by the University Grants Commission, the Punjab and Haryana High Court, and the National Commission for Women, focusing on issues like child labor, runaway couples, NRI marriages, and the socio-psychological impacts of drug addiction.
Notable Contributions
Over the course of his career, Prof. Singh has made substantial contributions to legal discourse and academic administration. He has authored 70 publications in reputed national and international journals. He is a sought-after speaker, having delivered 160 keynote addresses, invited lectures, and panel discussions. Moreover, he has organized nearly 90 seminars, workshops, and academic events during his tenure as the Chairperson of the Department of Laws and as the Coordinator of the Dr. B.R. Ambedkar Centre at Panjab University. In recognition of his contributions, he was awarded a Citation by Maharaja Agrasen University, Himachal Pradesh.
